Tshwane metro police not enforcing bylaws in residential areas

The metro police of tshwane are not enforcing bylaw regulations on bylaw offences,in pretoria west,all these car repair businesses are trading on city of tshwane properties,sidewalks,parks middleman ,blocking the free flow of traffic,allowing all these ******* immigrants to run businesses wild ,******* hijacking residential neighbourhoods,converting it into ******* repair/tradings from residential properties.its ******* and not allowed
