south African Roads ruled by Taxi's

i am here to find out are there still rules on the roads ..i mean your basic rules 1. stop at a red light 2. stop at a stop street 3. yellow lane for emergencies 4. speed limits Or is it that the Taxi's rule the roads ?????????
