Reporting Public Disturbance/Poorly handled
To whom it may concern;
I called the the metro services this morning at 05:40 on ********** 000 to report public disturbance as a house down the road from me was playing extemely loud music, shouting and screaming, starting from 04:30 this morning. This happened yesterday as well, starting around the same time.
The Regulations define noise disturbance as follows: “Any sound which disturbs or impairs or may disturb or impair the convenience or peace of any person” and “disturbingnoise” as “a noise level that exceeds the ambient sound level.
I explained the above to the person that took the call named "Chaboo" (spelling could be wrong) and was advised that it was shift change and a call will be logged.
I called at 08:00 and a Thando answered and I reported the same incident and asked for a vehicle to come out sometime to issue a warning and she advised they were busy and I should contact the nearest charge office in Chatsworth and write a letter to them and she gave me a number to contact: ********** 111
At 08:10 I further called the charge office number above and a Constable Pewa advised me that they cant do anything about this and that I should call the metro police number again as it was their job to react and send out a vehicle. I gave him the details of complaint and Thando's response and he said he will call her to tell her what he had just told me.
At 08:20 Thando from metro police called me to say she was not happy that Constable Pewa call her to say she didnt do her job properly and she will send out a vehicle, I advised her that the music and shouting and screaming had stopped but can they come out to issue a warning, so that should it persist again in the early hours of the morning, they cant say its shift change and it wont be possible and they would of had a record of a callout and warning issued, so that further steps could be taken.
At 10:00 Thando called me again and I advised her that the disturbance had stopped and she said she cant send out a vehicle, so my question to her was how do they track that a vehicle was sent out, as if a vehicle was not sent out, no warning would be issued and I would have to call again and there would not have been a callout logged.
I understand my scenario may not have been a priority, but at least assist at a later stage, and thats what I advised her.
This house has numerous renters staying at the premises 143 warangal road in merebank. House is on the corner of warangal amd buldana road merebank durban. They have no respect and courtesy for the neighbourhood. Being a working class citizen and waking up to extremely loud music at 04:30 in the morning in unacceptable. Over the christmas new years period they are also unbearable and I have made numerous calls to metro police after warnings from a vehicle that came out, they stop.
I don't want to have to keep calling metro police regarding this and was hoping that maybe the landlord can be contacted and told of this recurring problem, should his tenant persists and consequences thereof.
At 11:21 I got a call from Thando that a vehicle went out to house,but since it was quiet, they could not issue a warning for this mornings disturbance. This she said was metros protocol.
I advised her that when I called in the morning, during the disturbance, metro was not able to come out, so now that its gone quiet, defeats the purpose of their call out as I will have to call again, shouldnit persist in the early houra of the morning and should they not make it to come out again, where do we draw the line.
I askes for her supervisor Sonto, but he was busy, I then asked for a reference number for the complaint logged. M ********** 038.
At 11:43 I called to speak to Sonto, but he was in a meeting.
