OFFICER DEMANDING A BRIBE

My car disc was taken by a traffic officer from city of Tshwane at Olievenshoutboch R55 road block on the 17th of August 2022 around 7.00 - 7.30 in the morning . My husband is using my car and he was stopped by a traffic officer disputing the car lights upon my husband advising that these are the original car light that the car came with. The officer told him he must pay R400.00 cash or else his taking the licence disc. My husband refused to pay and the officer took the disc and my husband asked the officer why is he not issuing a ticket that he can pay at the traffic office the officer then started to be aggressive and called on other officers who then agreed they are taking the licence disc. I am not an expect of law but Why was there no ticket issued or the car bounded in this case if indeed the light were wrong or not in order do fines get paid to officers now and not at the department? It is clear that the law was being broken by the officer of the law here and he was being victimized and asked to bribe with R400 this is not right. Please help us the law abiding citizens of South Africa to please get the law on our side
