No assistance with the regular noise disturbances issue

<p>I am the owner of the apartment at 54 Shortmarket Street, Cape Town. The residents of the flats in our building have to experience regular noise disturbances caused by the club 89 on Long street, which happen weekly from Wednesday to Saturday nights, often on Tuesday and sometimes on Monday nights. Extremely loud music penetrates through the windows in our flats and there is also vibration in the walls. The music starts at 9pm and finishes at 4am. Also, the club's customers often wander around the club during these hours, shouting and screaming. It is not possible to sleep during these hours, however many people have to get up at around 5-6 am! The residents of our building as well as myself reported the problem numerously to the Law Enforcement department but there was no immediate assistance. First time when I called to the Law Enforcement department, it took for 2h30 min for the police to get to the club and eventually the music stopped, but it was already after 2am at that time! Next time it was the same scenario and we could not sleep until 2:30 am. </p> <p>Besides the fact that the police does not react quickly to the residents' reports, I cannot understand why they have not done anything yet about the matter with the club? When I tried to follow up the matter, I was told that there was a procedure. The first time we called around a month or more ago. The club still carries on its business. How long the procedure takes and what kind of procedure it is? Is it not obvious that the Club 89's owners, managers and staff trespass the law by producing such a terrible noise at night and their business simply affects the lives of the residents of the area?</p> <p>Also, I have a feeling that the metro police do not patrol the streets at night because if they do, they would not miss the loud music and noise produced by the club's customers. And if they do hear the noise at night, they are supposed to report to the municipality and get the club closed because it is not a one-time case, but a regular law offence. Last Friday and Saturday my tenants could not sleep until 4am again and at 6am they were awakened by the vendors at Greenmarket Square. How long will the residents at 54 Shortmarket Street have to suffer from sleepless nights?</p> <p>I am very disappointed with the metro police's services. I would like to have someone's soonest assistance with the matter above because a new week has come and we are awaiting in fear for Wednesday night, when the club will start its ‘parties” again.</p>
