Metro emergency never responded to the call

A house down the road, their dogs got out while the resident was opening the gate and mauled a man walking in the road , going home. He was attacked by 3 brown dogs and his ear was off and he was full of bite marks all over... I reported it to spca they told me to phone Metro Emergency I logged the complaint with Lolly I think her name was that. And that was about 20:04 last night she said they will send a vehicle to check for rabies certificate. Then they told me they only have one van which is busy will only be able to come at 22:00. I sat up till 23:00 and no vehicle came...<br> Now this morning at 8:05 I tried to phone to find out where is the van they said they can't help me because it's a different shift and that lady will only be back on Wednesday . So what happens now? The dogs must just keep mauling people and nothing gets done about it? It's not the first time either.
