Long outstanding fines

I have been using my brother's Nissan ldv for 5 years. When he went to renew the license this year at the Post Office in Randfontein where he lives, they accepted his money, but kept the license back due to outstanding traffic fines. He was told to go to the Traffic department to get is sorted out. There they then gave him a list of 13 outstanding fines, dating back to 2011. He never received the fines nor any notices to collect any fines at the Post Office. He was told by a traffic officer that they have been looking for him for years regarding the outstanding fines. He has been living at the same address for the last 165 years. He was told to contact the JMPD to get this sorted out. I phoned the JMPD, and they told me to contact Aarto. At Aarto I was told someone would call me back. I have been waiting three days now for that call, but nothing. Is this legal?
