Incorrect police fine

This morning at 07:20 am in Germiston a metro police officer with badge number 809/6 police station, Elsburg pulled me over, He went to the wiper blade, came back to me and asked me if it is ok if he could give me a fine for the blade, i told him NO! he showed me the blade. the blade is healthy the the rubber has no cracks it is not finished it basically new! there is a small piece of the rubber at bottom end of the blade that is a bit loose and he gave me a fine for this, THE WIPER BLADE IS FULLY FUNCTIONAL. <br> <br> Secondly: The officer was now looking for some fines or stats may i call it, when he went to the back of the car and gave me a fine for the number plate as well. The number plate is fully functional. there is a piece of the white that is chipped of on top of the letters NR on the plate and he gave me a fine for this.<br> <br> I want to know if this is fair, wrong or right??
