EMPD officer threatening to arrest

The incident took place in Tembisa near phumulani mall around 07H30am 22/08/2015. i was stop by this traffic officer and he advised me that i didn't stop at the stop sign. i told him i did but he insisted that i only slowed down, and advice that if i want to argue this he will arrest me. I then said if that is the case give me that fine so i can proceed to work. two cars were stopped after me for not stopping at the stop sign. 1st car was a lady driving SLK benz blk, she offered them R100 no fine was issued to her, 2nd was a guy he offered i think +-R40 no fine was issued to him. i then started to ask why are they not get a fine. was told i can also do the same or i get a fine(nothing for mahala). he then gave me the ticket fine and one of his colleagues took it back and say i talk too much.. i asked why you taking my fine back, was advised i have no right to question an officer or they will arrest me. I have no proof since they took all the paper work, however i took a video as proof.
