Disappointment with Durban Metro police dealing with contravention to municipal bylaws

For more than a year the Metro police, including Steve Middleton, Martin Cruywen and Siza Msomi have failed to bring to book a Congolese foreigner who seems not to take so called warnings as to his refusing to abide the municipal bylaws and appears to be condoned by many of the authorities, including the SAPS. This foreigner continues to vend, sell or hawk on the pavement in Swapo Rd Durban North in front of Smart Cafe/Smartfundi, whilst I have personally witnessed many of our local people having their goods remove while selling to the public. Why does this Congolese foreigner be allowed to carry on vending? Our people are destitute and need money to survive, seem to be harassed as opposed to the foreigner being favored. Obviously freedom of movement to all South Africans does not seem to apply. This foreigner also drives a motor vehicle with false number plates.
