As all South Africans are aware of the unemployment in the country and the Municipal Bylaws in KZN, which I have brought to the attention of various senior members heading the Ethekwini Durban Metro Police, regarding the ******* vending/hawking of a Congolese Foreign National, Papi Hoyi Lokonde in Swapo Road, Durban North CBD, since 2017.

Despite this Congolese Foreign National being warned by a Magistrate, as well as the licensing department and Metro Police to desist from vending/hawking in this area, he still continues to toy with the above departments and his actions are condoned by many of the above authorities, not with standing his driving a white Golf that has been photographed with ******* number plates. This vehicle has no licensed disc visible but a log sheet of the vehicle displayed on the inside left windscreen, obscuring visibility, with photos available.

I have approached a Martin Craven, at Malandela Road, at least 6 times, as well as email Steve Middleton, regarding this, to no avail, despite numerous promises.

This foreigner is actually toying with the Metro Police.

A CR Swart Ref. No 1135 had also been sent to this Congolese in question, having witnessed false number plates on his vehicle.

He does not appear to be a licensed driver nor does this car seem to be in a roadworthy condition.

This Congolese has had many outbursts to date, been searched for a firearm as well as threatening a local resident with a sickle, case number 50/01/2019 which is again been re-opened and no thanks to Durban North SAPS, interfering with the above case

A case has been opened, and is been re-opened (50.01.2019), no thanks to the Durban North SAPS captains and staff interfering with the above case.

There are witnesses to his behaviour and interferences and to date, he still persists in *******ly vending and hawking and it appears many police officers of all ranks and departments seem to condone this person’s behaviour.

It is about time that our local peoples who are on fire strait and destitute, stand together, and demand to vend and hawk as the Congolese man is being allowed to break the law.

There are also ******* car guards operating and interfering with motorists, as well as beggars who are very abrupt to these motorists.

It stands to reason why so many people are emigrating as there does not seem to be law and order enforced by the people employed to do so, which will obviously just become worse and a big pity to all the rate payers.
