Complaint against two Metro Police officers - Hammanskraal

To whom it may concern

I trust you are well,

The reason I am writing this letter is because my family were ill-treated by Metro Police officers at an accident scene in Mandela Village, Hammanskraal. Between 8am – 9:30am on the 14th of February 2020. The Accident was between my little brother Lebogang Piet Maphoroma driving a white Corolla, Reg: BW43VD GP and a white Bakkie Reg: HMW413 MP.

The Police men were rude in communication, failing to give us an indication of the steps and procedures we needed to take after they have written an Accident Report. In my observation I need to say it is very disturbing that Firstly the reports were written on a small worn-out notepad which seemed like just a normal personal noted-pad and not a formal branded Metro Police Notepad – at least, what are the chances that this is even legit?

One of the Policemen mentioned and clearly emphasized that their duty was only to record the accident scene and that going forward they cannot help us with anything, they told us we needed to make an agreement with the man who caused the accident – as we were engaging with the man the very same Policemen disputed the verbal agreement which was to be Formalized as written thereafter - saying the Law doesn’t agree which is very confusing because they said their job was done, they even refused we go with him to SAPS to report the matter and Formalize the agreement.*** It is weird that the Policemen refused we go with the man to report the matter.

My advice or Comments: 1. Accident Scenes need – Investigators, reason being the Policemen who were present were ******** to even understand what had happened, had that accident been Fatal was Sargent M.A Makwela still going to say to us they do not depend on eye-witnesses to tell them what had happened? – One Lady who was driving close to the scene mentioned how traumatised she was as she saw the speeding Bakkie driven by the man passing the stop sign with a shot hitting the white Corolla on the left passenger side. • Adding on this point I doubt the Policemen even noticed that the Bakkie didn’t have a registration number at the back. 2. Psychological Courses are definitely needed by the Policemen – Reason being they need to know how to deal with Trauma & Emergency incidents. Without disrespecting anyone, taking into mind the sensitivity of the incident at the time and not abuse their powers as officers of the Law. 3. Urgency needs to be app**** as well. 4. Agreement Assistance – If there’s any course that can educate and develop the Policemen’s s****s and abilities regarding assisting people draft formal agreements, that would be beneficial for all those policemen who were present at the scene because it was easier for them to say what is it the Law doesn’t allow without mentioning what the Law Allows. • The Policemen were not even aware and still not aware that the men tried to escape, had his car not been so damaged and had he managed he could have fled the scene before they arrived while my brother was fighting his way out of the car.

I have noted down the Two rudest and ******** Policemen amongst the ones who were present which was. 1. Sargent M.A Makwela – He even pushed during the heat of the moment, I was innocent and as a civilized person I understand that those were just his human traits sadly he is the one in authority (one who is supposed to be educated about these things) but wouldn’t even care to understand the psychological mind of a normal person in a traumatic state. 2. B.B Motsie probably a constable – His words has been sour from the moment he opened his mouth, he couldn’t even explain or answer basic questions. However, his behaviour didn’t come as a surprise to most of the community members as he is known to be rude.

I trust that you will deal with this case with an urgency. Education is very important, equip these men so that they can serve the country and its people with intelligence and integrity.
