Accident Case number

What a person must do to obtain a case number is been a week now trying to call the following numbers and worst is that on this number *** someone is picking up a phone for seconds then hang up without saying nothing, I have tried the following also but the phone keeps on ringing *** and ***. why is so hard to get the service in our country? can our government do something about this and if employees of public services are tired of working for our people why cant they just step down and give other people a chance to work for their country with dignity. I'm so very disappointed they way our public servants are treating their people and besides they getting paid for doing that but I don't understand why they doing that.
