********ly reventing tenant to load pre-paid electricity

How is it possible that Meter Mate can prevent a tenant from loading pre-paid electricity? Why is 90% of any amount allocated towards "debt". Which debt by whom? Is it acting within legal limits to penalise a tenant as a result of a dispute between a Body Corporate and a Tenant?

I attempted to call Meter Mate and only received an abrupt reply to call the Managing Agent. I was informed that levies were not paid. Why is Meter Mate deducting money from me then?
