Is this site an internet **** ?

My order has been pending for four weeks now, even though payment has been made, the order has not yet even been processed in their systems. There is a message on the site that says the phone lines are down and issue is being investigated and this seems to be the case ever since I have visited the site. No one responds to the emails through the provided email, is this site even a real site or its an internet ****.
