No refund despite agreement

I've been struggling for more than a year to get refunded for products that were never shipped. Merchnow agreed that they will refund, but only did a partial refund. Every time I follow they say, okay it has been refunded now, but still no refund and they refuse to send proper proof of the refund when requested.
