Workers exploitation

This company exploits their workers, been working for them for over a year, as soon as I resigned with immediate effect my salary was withheld.... We talking over R5000 n couple of Rands. Matter was reported to them and they told me they deducted due to not serving a notice and they will send me U19 forms, that was end of July, till now nothing and their HR is not even responding to my emails.
