Vehicle Licencing

I am trying to assist a friend who's car's licence disk exp on 28 Feb 2015, being human and the fact that no post were received while the post office strike was on, he only wanted the renewal the license disk yesterday, 23 Mrt 2015. He was told that due to the fact that 21 days passed after the expiring date, he has to put his car through the roadworthy test again, it cost him nearly an arm and a leg just to discover that his car failed the test as he has to replace his wiper blades as well as a cracked side mirror, he also had to pay for the disk which he didn't receive. Today 24 Mrt '15, he fixed the wiper blades as well as the side mirror and return to the traffic dept where he was told to pay another amount just over R200 as well as R72 for the licence disk. I thought to phone them and ask what will happen by using this instance as an example to see if they stick by their story the phone lines were out of order, I phoned the post office (as I knew it can also be renewed there), and this is when the friendly lady confirmed that \I"will only pay a very small fine by only renewing it after 21 days"
