Huge legal violations and rudest property owner

HUGE LEGAL VIOLATION!!!!!! AND rudest owner I have ever met anywhere. I know my health and safety law, he is violating legislation and all I say is "building sites require you to put up signage" and his response is "If you like this then you can just get off my property". I am in half a mind to send inspectors out there.
