Its been over 2 weeks since I have received an email from them, indicating that I have to pay for a penalty because Shein gave the incorrect customs amount

Its been over 2 weeks since I have received an email from them, indicating that I have to pay for a penalty because Shein gave the incorrect customs amount. I paid the penalty and still haven't received my parcel. They deliberately don't answer the phone and now they are avoiding to respond to my emails, my penalty amount was R1167.55 which is extremely exorbitant, it's like they have taken my money and now I'm not receiving my parcel at all. This company should no be operating at all.
