Extremely poor wage payments

I was working for said person for 6months during 2015. He never once paid the correct hours for work done nor dis he pay bonus as per contract at the end of my contract period. According to state law in North Dakota he was supposed to pay a minimum wage of $1500 per fortnight or $13.59 per hour - whichever is more. Something he never did. I contacted Mike Meier with regards to this and he just refuses to rectify this. He still owes me the amount of $3700. $1700 for wages not paid and $2000 for bonus not paid.
