Must have hospital procedure done in doctors room

I've joined the Medical aid and now need to have a procedure done. I follow the rules, find a doctor at the network hospital provided. Call for authorization and then be told that I must have a S**** of my womb amongst other procedures done in the doctors rooms and not in the hospital, basically not getting anesthetic and facing risks of things that could go wrong. WHAT EVEN! So much for having a medical aid!
