Medshield is hurtless does not want to take responsibility

I took my daughter to a paditrician on the 4th Sept as she was complaining with a pain in her belly button.the paditrician refered me to a specialist who checked her on the 8 Sept and advised that she needs a surgery.the doctor then booked my daughter for a procedure on the 11 september 2020.I phoned the scheme on the 8 Sept requesting an authorisation number, to date I havent received an auth number.everyone I have been talking to cant really tell me a straight answer.they say the reason the is a delay is because my daughter has a pre existing condition which I did not declare that is umblical hernia. So my argument is that when i gave birth to my daughter about 3 years ago no medical record stated that she has a condition,i took her to many clinic check ups and no one has ever mentioned thst she has a condition.no medical history shows that she has a condition.I only saw my daughter as normal like any other kids ..the only difference is that her belly button is not the same as the majority of kids.Only recently she is been complaining about a pain in her belly button.How can i declare a condition that I was never aware of..for me is that it was never a condition until recently she is been complaining about pains.Today the 11 Sept she supposed to go and do the surgery but I still dont have feedback from the scheme.She is in pain each and every day and I dont know what to do because it seems as if the scheme does not want to take responsibility.
