Ignoring PMB guidelines

In June and July 2020 my family unfortunately was diagnosis with COVID-19, I was sick for 3 weeks and in that time we were all tested for the Virus and I was tested twice. The first COVID tests were covered where my second one was not. All of the consultations were not paid as the medical stated the funds were depleted. I on three occasions asked them to review their funding as the condition is PMB and on three occasions they just regurgitated the fact that the funds were depleted. On the 11th June the council released the new guidelines for COVID diagnosis and treatment called "PMB definition guideline: COVID-19 v3" and the scheme is ignoring the council's guidelines. On top of all the queries I didn't even query the medications as I paid cash for them which was over R3000. I have tried to follow the proper channels to get this resolved with no avail, so I have resorted to using Hello Peter in the hopes that I get someone that will read the post correctly and answer correctly. All I am asking is that the doctors accounts and blood test get paid correctly as per CMS.
