Co payment for emergency admission

I am on Mediphila plan on Medshield. I was admitted yesterday due to emergency pregnancy condition. All the hospitals that are on my plan are far from me. I came to Femina Hospital where I will give birth. Medshield is now telling me to pay 25% Co payment for my admission. How can I prepare for an emergency? I asked consultant to waiver the 25% Co payment.
