No hospital authorisation

We are waiting for pre authorisation for dental surgery. When I phoned they assured me authorisation will be arranged even if you ask 24 hours prior. We phoned them over and over again and each time its a different story. They are waiting for Cape Town etc. My daughter must be in surgery on the 30th of January and yet no authorisation is received. What must I do? The call centre is of no help. PLM***2
