Handed over for a fully paid account

I had a problem with my account. After a 2 hour fight the account was eventually sorted. I paid the account in full in December. The account has now been handed over. For what? When i try to get it sorted the lady refused to do her job although she had the information in front of her. What is account departments coming too?
