Failure to provide emergency medical service

Good day. I took my daughter to The Berg Medicross on Saturday, 2 October 2021. She had a medical complication which required emergency treatment. She was turned away due to and can only be assumed because she did not have medical aid. I did not expect any freebies and was prepared to pay cash of any treatment received. I just want to clarify if the Doctors are not prescribing to the Hippocratic Oath that physicians must treat the ill to the best of their ability? Should they not first treat the patient and once stabilized then be referred to a hospital? For the record, the treatment was of such a nature that it could have been dealt with by Medicross.
