Disappointed in consultation

I went for a consultation in more less than 24 hrs stated what my referral doctor had to state as was unavailable medication was dispensed but not as I needed in asking for a script as explained I was told as cash patient I would be billed again for a consultation and I am in dispute of this because it could have been sorted as per request on my original first consultation now I feel I am being double billed for the same thing in just 1day.
