MDV development is the worst
The developer doesn't care about after service. Make sure you are happy with everything including rates and taxes before you sign off final payment. Go inquire at CoJ about your water bill and make sure MDV clears it off before sign off your satisfaction letter. They have really made buying property an unpleasant experience. Try elsewhere if you can, 100% wouldn't recommend..

07 Jun 2023, 15:25Dear Mr Malekutu, as you are aware MDV went to great lengths in explaining and assisting clients in dealing with wrongful accounts at the JHB Council. Once a serviced stand is transferred into the name of the individual purchaser, a process is automatically triggered at Council whereby an account is generated and the registered owner becomes liable for a monthly Rates and taxes.
The Developer applies for an individual water and prepaid electrical meter for the property build on the purchaser’s stand and pays all related installation costs and deposits required by Council on behalf of the purchaser as part of the developer costs. The client only becomes liable for the payment of any water and electricity usage after date of occupation.
As the electricity is on a prepaid basis any electricity used within a specific house prior to occupation was paid for by the developer. Any water used prior to occupation is refunded to the purchaser directly into his/her municipal account. (A photo of water meter on installation and then on occupation clearly show water used and what usage the developer must refund to the purchaser.) Any refunds are done directly into the purchasers account and proof thereof given to the purchaser. A detailed breakdown of your municipal account with payments done and what expenses you are liable for has been sent to you.
