call recording agreement

I made an arrangement to pay and settle my debt with them but I couldn't I called them days before the actual last day. I was told as long as I pay more than 50% my balance will be off the discount they promised. to my surprise that never happened i called them and requested the call recordings till to date I have not recieved the recordings.
