Unexpected poorly communication

I have been to the Table view store about 5 times now in 2 days, every time i go there i use the drive thru and the order unit is not working. By the 3rd time i found it not working, i suggested to the manager to put a sign up saying out of order or temporary not working or something, by the 5th time i was there it was still not working. Apon approaching the window i asked to speak to the manager and asked the manager (which this time was a different manager) can they please put a sign up which i got an answer that they are not aloud to do it because it is a company owned store!!!!!!! This is unexpected because this causes a very long line of cars for no reason. Cars stop at the station and talk and no one replies, so you dont know it they busy with something or have a problem but there is no communication.
