Outstanding Staff salary Payment for almost two months.

My Nephew has been working for this company since mid December 2015 and he still hasn't received his month and half salary. The HR and payroll department does not care at all. I did assist him in escalating this but he has been given a run around. He has bills to pay like anyone else. Every time I contact HR and Head office, it's either the Payroll is on training or on lunch. For the past week? I'm just wondering what are this company's values for their staff.
