No delivery no ice cream no manager that cares every time I visit

I was unable to order online from the Local Mcdonalds (Honeydew/Randpark). This happens 75% of the time I want to order from them. Then I drove myself to the Mcdonalds as we really wanted to try the Dipped cone which is on promotion and EVERY TIME I have been at the mcdondalds (thats 100% of the time) they do not have the ice cream dipped cone available. I refused to order and had to wait in line. When I asked for the manager I was first ignored until they were unable to take any more orders as I was keeping up the line. I talked to Pinele and told her about my issue (note that they did initially call for her but she was the one ignoring my request) Then she told me that it would take 5 minute to get me the ice cream which I refused to wait as I was already waiting 10 minutes to talk to the manager which is already double the time they told me it would take. This is bad management (no delivery available and no promotions available) and I would like 4 dipped cones DELIVERED TO ME whenever you review this complaint and I would keep doing this complains every time I am unable to get what is advertised. (My consumer right to be able to get what is being advertised as being sold and even being on promotion)
