Cups must come with caps Mthatha Plaza

I was in Mthatha during December holidays. I went to Mthatha Plaza. I ordered a sit in, my cup came without a cap. I complained about it, they told me about plastic reduction use blah blah blah. I went back to Cape Town in January, ordered a sit at Long Street CBD. I took a picture and sent to them that in CT cups come caps when does the plastic reduction use apply. They never rep**** to this day. Mthatha people said they are used to that sub par service. That can't be right
