Always offline?

I've been to Wonderboom McDonalds, which advertises to be a 24h McDonalds, 3 times in a row now between 01:00 and 05:00 and every time we have to knock until someone eventually opens and then they always claim that the system is offline, yet the McDonalds only a few kilometers down the Zambezi road is online. How is this possible?
