A staff member turning a blind eye to theft

Today, 8 November 2017 at around 7h20-7h25 I went to get some breakfast at the Centurion branch on Hendrik Verwoerd. I walked in carrying my cellphone and my Gautrain card. Due to bein rushed, I was slightly distracted and didn't notice that after paying for my order i left my Gautrain card on the counter face down. I only remembered about it 5 or so minutes later. After having searched for the card everywhere, including going home, i returned to the branch where a manager tried to assist me. It turned out that the cashier who assisted me, saw the card on the counter but did not say anything because she "thought it was old" and that i didn't need it. She then said that an older gentleman came straight after me and paid CASH for his meal and then TOOK THE CARD OFF THE COUNTER AND PUT IT IN HIS WALLET. This was happening while I was standing at the Collections counter packing my order into my lunch bag.

All of the above was proved to be correct upon retrieving the CCTV footage where mine, and the gentleman's actions were clearly visible. I was then promised that a screenshot of that footage will be taken and shown to managers to look out for the man.

While I appreciate all the assistance, what I don't understand is that the cashier saw me leaving the card. She didn't say anything because she 'thought it was old'. Like really? I would walk around with an expired card? She didn't even try stopping the man from taking it. The whole thing happened while I was putting sugar in my coffee. I was standing less than a meter away. People leave things all the time, doesn't matter if the card is old or new, if a person leaves it, chances are they will come back for it. I usually get good service from that branch, and as far as general service goes, today was no different. I, however, find the fact that an employee saw me leave the card there and saw someone else take it, without saying a word extremely disappointing to say the least.
