Attendent sleeping at work company policy

Today at 04h20 am ( 15-11-2019) I went to a Sasol filling station at nelspruit westend complex R40 road i waited for a service for my car to be refuel i was so dissapointed when the teller and the petrol attendent told me that i must wait because the other employees are sleeping and is the company policy that they must sleep only one person must work , why are this employees working night shift in the first place they should have gone home and sleep there
