Mombela municipality .... Refuse to answer emails regarding deposit refunds

Good day

I recently sold my house in Nelspruit. In 4 weeks Mombela refused to answer any emails or to react to the documents regarding the refund of my deposit. Nobody has got the decency to say the payback is in progress, or this or that ..... is refusal to pay back deposit any different than *****ing?
