Hello! Anyone awake there?

WHITE RIVER LICENCE DEPARTMENT. I have app**** for a new drivers licence card on 6 August 2018. Today is 8 November2018. Still no card. Now I have to get a temporary driving permit as the validity of the old card has expired. Beware you get fined R500 if you dont have one even though the card is still valid for three months after expiry and you can prove that you app**** on time. The excuse is always the same - "the service provider". They cant/wont tell you where to complain.
