Waiting for paid up letter for more than 6 months

I have been asking for a paid-up letter since last year December so I can send it to Vodacom for my upgrade!!!! Every time I call the phone just rings and if someone answers they put me through to customer care which also just rings and rings. MBD is quick to harass when they want their money but when accounts have been paid they just ignore you!!!!
