REFUSE TO SENT A SETTLEMENT LETTER

I have settled my account with them on the 28th July 2015, but still didn't receive a paid up letter. I have phoned them 16 times already, i have left 3 voice notes, i have filled in 3 forms on their website and i have entered a complaint, but still nobody get back to me.
