prescribed debt bough over?

i have been trying for years now to sort out my virgin active account, firstly this should never of been on the system as it was the end of my contract and i did not renew it however MBD attorneys bough over this account, my questions are 1. can one buy over a prescribed debt? 2. i made them an offer regardless however they did not accept it and wanted to bill me on large interest and legal fees such as calls and communication which is not true. i wanted the original amount and they would not give it to me, 3. when you call MBD you get out through to a line that no one answers.
