mbd billing me for accounts thats not mine

I have been getting all these calls and emails regarding emfuleni municipality accounts that is not even mine but under my I'd and contact details. When asking the callcentre operator to give me the details of the account I'm owing they refer me to emfuleni. I have received a total of 18 emails of diffrent accounts in my name that is for property in the emfuleni that I have never even been at. When I phone the mbd callcentre it sounds liike the ladies are having parties singing and shouting. Spoke to the manager regarding this matter katekani his response was send affidavit if u don't know the property on what property they can't answer me. I was refered to stanley at umfeleni. He refered me to ronnie at emfuleni and ronnie refered me back to mbd agent xolani who's phone is forever busy after 37th call mamosa answers to tell me he is busy and it's month end I must keep phoning till someone cann help me. She checked one account on whick her answer was ok I take your name of my system phone back for other 17 accounts and u won't be phoned for this one again. I need answers and someone to resolve this matter asap. Service from both mbd and emfuleni is bad.
