How are MBD still in business?

How this "company" is still operating is beyond me, looking at the hellopeter score and how they blatantly disregard laws in the country. Recently I've been receiving regular calls and SMS's about someone else's account and like with so many other people on here, when they call you its almost like an ************ tactic, they call for a few seconds then hang up or when you answer they hang up. I'm going to lodge a complaint with the law society as these **** have no business to be calling me.
