Harassment and Threatening by debt collectors

Joy from MBD contacted my brother informing him thta he has an outstanding debt of R180.00 from a place he resided at 6 years ago. He never received any accounts from the municipality or any formal correspondence regarding this matter. Out of the blue she phones him and says that he must pay the money immediately. He said he wants to first find out what is going on and then he will pay it in two instalments. She kept phoning him to the point that it can be deemed harassment and now has even threatened him with having his electricity cut-off. Are they not aware of the Consumer Protection Act. Where is his copy of the account, a statement. I phoned them and the CCA Madlin Abdul actually sarcastically said that they cannot cut-off his electricity EXACTLY MY POINT then why is JOY threatening him!!!
