Safey belt not retracting on a stupid mazda

Driver sit belt is not retracting, Mazda clearwater says they want R996 to just check it, this is a 2017 car ,safety belt not retracting is an emergency and it does not make sense to charge almost 1000 to check a failure of crucial safety feature.
