Poor centre management

I recently moves into a new complex next to a shopping centre with poor management. There are people who would come to the shopping centre Park their cars and make such a terrible noise, part of the area has been converted into a residential area. People come with their cars Park there and play loud music till 2300 on a week day,my son would struggle to sleep and that hamperes his concentration at school. According to my knowledge,after a certain time members of the public are not allowed into the shopping centre or Park and just sit and play loud music. Can the management. Address the issue as our kids are suffering due to lack of sleep and that is infringing on their rights to a piece of mind as kids.
