Poor Service From Owner Of Property

Have been signed to a 6months lease and obeyed the rules. Served my notice and notified landlord but now the person that made the vacating rules cant honor his own rule of refunding after 2 weeks of vacating (after inspection). Its been almost a month and he is still not saying anything. Infact Katlego Matsimela ***ner of property) is rule and just keeps stalling and last gave feedback saying " I will refund you when i have money." No remorse and has attitude. Im soo disappointed and DEMAND MY MONEY BACK.
