Vehicle Registration Refund

I bought a vehicle from last year November from Vw Bidvest and do the registration of the vehicle myself and up until now they're not refunding me my money. I've been calling and emailing the preowned vehicle manager (Arno) but he's not helping at all to tell me why they're not paying back my money bcs I sent him all the paperwork.
